On 14 January 2004, Lord Triesman, speaking for the Government in a debate on Light Dues in the House of Lords, has re-emphasised the Government's commitment to a 'user pays' policy, rather than passing the £70M annual charge to the Exchequer.
However he went on to say that on grounds of cost effectiveness, the Government felt that, "... although it is not an impossibility, the idea of making a significant change in relation to leisure and pleasure craft is extremely unlikely".
